In addition to upcase-region, etc. there should be functions to
exchange between ASCII and the wide versions of those characters, in
say big5 Chinese, e.g. "a" to "ａ" [0x2552b], which is a 16 bit "a".
Also upcase-region etc. should turn a 16 bit "a" into a 16 bit "A".
