What wrong behavior do you see, exactly?  I've just tried PageDown in
a 3-line window and in a 3-line buffer, and didn't see any problems.

However, your report is vague, so I might have did something
differently.  Could you please post an exact recipe, starting with
"emacs -q", of reproducing the problem?
