Tooltips not repainted

In GNU Emacs 21.1.3 (sparc-sun-solaris2.7, X toolkit) of 2001-10-25 on gazelle
configured using `configure --prefix=/usr/local/products/emacs/emacs-21.1
--with-pop -with-x-toolkit=athena --with-png=no --with-gif=no --with-tiff=no
--with-jpeg=no --with-xpm'
It appears that tooltips are not (completely) repainted. To see this,
a keyboard mapping with a key that brings windows to the front/back
is needed. With twm I use (in .twmrc)
"SunFront" = : window : f.raiselower
(Together with a key that generates an X keyboard SunFront event.)
Note: this key is handled by the window manager and never seen by
Emacs.
I would think that the focus policy needs to be focus-follows-mouse.
There should be no auto-raise.
1. Start emacs.
2. Place another window (say, an xterm) in front of Emacs, but out
of the way -- for example out near Emacs right edge.
3. Place cursor over the printer icon.
4. Wait until tooltip is shown.
5. Using the above key, send the window to the front and then to the
back.
6. Wait until tooltip is redrawn.
Problem: there is no text in the tooltip. It's just a yellow box.
