That's a wrong impression: Emacs _can_ be compiled with Cygwin tools,
just not as a Cygwin application. Cygwin tools can be instructed to
produce a MinGW application, and that's how EMacs can be built with
Cygwin.

nt/INSTALL _is_ those instructions. What's so scary about it? (Make
sure you follow nt/INSTALL you get from anon CVS, not the one shipped
with v21.1, as there were a few significant changes.)
