Depends on who you ask. If you ask a paid consultant you hired for
making Emacs work for you in the way you want, this might not be too
much to ask. If you are asking on a board of volunteers, you might
want to modify your tone to get better results.
As far as I know, packages for achieving that already exist in Emacs.
They are not on by default since they conflict with bindings that
other Emacs users might be more accustomed to.
