First mouse click in scroll bar is ignored

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

I expect someone has already reported this, and likely it's even been
fixed already, but...

The first time I click either mouse-1 or mouse-3 in the scroll bar, it's
ignored (oddly enough, mouse-2 works OK!)  The second and subsequent
times you click, they work fine.  This happens for each new window I
create, after the first one (it works OK in the first window, where
*scratch* is, even if I load a new buffer into it).

I've tried this with "emacs -q -no-site-file" and it still happens:

  emacs -q -no-site-file

  C-x 4 C-f <a file long enough to need scrolling> RET

Now click mouse-1 in the scroll bar.
