Order in `default-frame-alist' issues

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

I've been having problematic FVWM2 -- Emacs interaction issues at work
in Emacs 21.1 for a few days now. Precisely the same kinds of issues
that prompted me to add (wait-for-wm . nil) to my default- and
initial-frame-alists a while ago.

In trying to hunt down the problem, I've found that the wait-for-wm
pair's position in the alists with respect to the font, height, and
width pairs actually matters. If the wait-for-wm pair comes before
these other pairs, the problems that wait-for-wm is intended to
address rear their ugly heads once again. Simply switching the order
of pairs in the alist makes the problem go away.

It seems to me that the order of pairs in these alists shouldn't
affect behavior in this manner.

Oddly enough, in a CVS build that I checked out and built today,
wait-for-wm doesn't appear to help at all, regardless of location in
the alist. So presumably something's changed; the behavior is at least
consistent now. But it's consistenly not quite the right thing it
seems. :/

Oh, and BTW, you guys rule. Emacs is the best thing ever. :)
