emacs' headband helpful tips sliced by window edge

With pleasure.
I do emacs -q and it comes up occupying oh, 2/3 of the monitor, pasted
to the left edge of the monitor.

I slowly glide the mouse over the pictures on emacs' "headband", their
helpful pop up tips popping up, with their words leading off to the
right.  However, when I get to the scissors, hark, its helpful tip
balloon goes off to the left, and its first part is off the screen.

Concision: for an emacs pinned to the left edge of the monitor:
apparently if a hefpful tip balloon is too long that it would bang into the
right side of the monitor, it then goes off to the left, without
further checking if something bad will happen.

Solution: why cant tips be folded into two lines etc. when in danger
of not fitting on the screen is detected?

Nobody uses small monitors in the FSF Testing Laboratories these days :-(

Note my clever phrase "headband", meaning some bar that goes across
the window, almost at the top.
