string-rectangle mode-line prompt is erasable

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

- set mark in a buffer
- move down (and/or over)
- C-x r t
- press the backspace key several times

The result is the prompt "String Rectangle: " is erased!

I expected that a beep would occur and that the prompt would not be
erased.

(Note that C-a correctly does not jump to the left of the prompt but to
the right.)
