newline-and-indent at top of text buffer should not insert TAB

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Try this:

Open a new buffer.
Do M-x text to get the buffer into text-mode.
You should now be in the first position of an empty text buffer.
Do M-x newline-and-indent.

Current behaviour:

The cursor moves down one line and a TAB is inserted.

Expected behaviour:

The cursor should move down one line.  No TAB should be inserted.
