tags search and control-m

 of Wed May 12 1999 on bedrock
configured using `configure  --prefix=/usr/local/newshare/emacs-20.3
--with-x-toolkit=motif --with-pop'

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

When attempting to do a tags search, a control-m is not detected in the
above version of Emacs. The following
version of Emacs, which we also have, detects the control-m just fine 

In GNU Emacs 19.28.0.1 (sparc-sun-solaris2.*) of Thu Sep  5 1996 on
belgarath

Of course, the control-m is given to the tags-search routine by means of a
quoted insert.
