Suggestion: Include leim in the standard tar ball.
In 21.1 leim.tar.gz was about 25% the size of emacs.tar.gz.
Now (for 21.2.90) it's about 15% the size of emacs.tar.gz.
It's still a big part of emacs, but not that big, so I think
the drawbacks of having a separate tar ball outweigh the advantages.
The drawbacks are
* slightly more complicated to install
* people who don't care that much might install emacs without
leim even when they ought to install it with. (I've been trying
to help a user who would have wanted to use leim, but whose system
administrator (not using emacs himself) had installed it without
leim.)
I think it would be better with a configure option --with-leim=no if
you want a smaller emacs without leim.
