bug in built-in function copy-file - additional information

I did more testing and poing around regarding the "bug" in copy-file in 
Emacs 21.1.

I have now tested it on the last stable versions of Emacs 19 and Emacs 20 on 
Windows 2000, and those two versions is at least consistent with how it 
works in Linux in Emacs 21.1, i.e you get the error "permission denied".

Though I'd like it to work in the way I described in my previous mail, but I 
guess that is a request... :)
