In GNU Emacs 21.2.1 (i686-pc-linux-gnu, GNU/LessTif Version 2.1 Release 0.93.34)
of 2002-07-10 on darkstar
configured using `configure --with-x --with-x-toolkit=motif --with-xpm
--with-jpeg --with-tiff --with-gif --with-png --without-pop'
Important settings:

value of $LC_CTYPE: nil
value of $LC_MESSAGES: nil
value of $LC_MONETARY: nil
value of $LC_NUMERIC: nil
value of $LC_TIME: nil

locale-coding-system: nil
default-enable-multibyte-characters: t
Setting (setq backup-by-copying t) in .emacs seems to preserve the *backup*
file metadata instead of the main file ones.
Example:
$ cat .emacs
(setq backup-by-copying t)
$ emacs test
$ cat test
version 1
$ ls -i test*
1505188 test
$ emacs test
$ cat test
version 2
$ ls -i test*
1505190 test 1505189 test~
$ emacs test
$ cat test
version 3
$ ls -i test*
1505192 test 1505189 test~
