In GNU Emacs 21.3.2 (i386-pc-linux-gnu, X toolkit, Xaw3d scroll bars)
of 2003-04-24 on raven, modified by Debian:
When browse-url-new-window-flag is set to t, browse-url-galeon still
opens the requested URL in an existing window instead of a new window.
I suggest the following patch to fix the problem:

* browse-url.el (browse-url-galeon): Add "-x" to the options only
if new-window is nil.
