Checksum error

Hello,
        When I download and try to unarchive the file
emacs-21.3-fullbin-i386.tar.gz.back-RSN.README.tar

it will not "untar" on either a Unix or Windows 2000 (with WinZip).   The
error in Unix is a "checksum error".  The error from WinZip (in Windows
2000) is "Error reading header after processing 0 entries."

The downloaded file was from the site
http://ftp.gnu.org/pub/gnu/windoes/emacs/21.3
