Bug: kill-ring-save (M-w) gives "Args out of range" [Resend]

[I'm resending in case the original message was blocked by a spam
filter: In my original email, I attached a message file that was
causing the bug. That file was a spam message I had received and I
got worried it would cause my message to be blocked. I've attached
the problem file here in gzipped form only so hopefully it won't
    trigger spam filters.]

Bug: kill-ring-save (M-w) gives "Args out of range"
---------------------------------------------------

To reproduce:

    emacs emacs.bug.file.txt
M-> [Go to end of file]
    M-w [Copy entire buffer]

Very weird. Discovered on the attached spam mail message which also
caused my POP connection to time out.

Note on Bug file
----------------

I re-saved the problem message into a .txt file, but when I attached
it, Microsoft Outlook still insisted on interpreting it as a message
file. I don't know if that will cause you problems, so I also attached
a gzipped copy if that works better.

Version
-------

GNU Emacs 21.3.1 (i386-msvc-nt5.1.2600) of 2003-03-27 on buffy

Error message (from *Messages* buffer)
--------------------------------------

x-select-text: Args out of range: #^[t nil nil nil nil nil nil nil nil nil
...], -14464

Other info
----------

Saw problem on Win XT and Win 2000.

Started emacs from cygwin window, MSDOS window, and from a file-type
association defined in Windows Explorer.

There are no "LC_..." environment variables defined.
