This is actually a feature:

Within LaTeX mode, you usually want to insert quotes like `` and ''.
So LaTeX mode binds these insertions to the " key.  The quote " is
still available by pressing the " key twice.  You can change this
behavior by setting TeX-quote-after-quote to t.
