compose-region and alternate character sets

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

If I insert a greek character, say lambda, with
   (insert (make-char 'greek-iso8859-7 107))
I see a lambda.  If I do
   (compose-region 1 2 (make-char 'greek-is8859-7 107))
the top-left character is not a lambda, but a French right quotation,

Composed with the following character(s)  to form `;'.

This is unexpected behaviour for NTEmacs, and does not match my
FreeBSD and Linux boxes.  The same problem applies to version 21.3.1
available from the FSF download site.  The goal behind making this
work is to achieve `pretty-lambda's as described at the eponymous
emacswiki page.
