command in tex-mode fails for file containing special character

Hello,

The commands in (the standard) tex-mode fail for files containing 
special characters. I propose (in attachment) a patch which call 
"shell-quote-argument" at the appropriate place (to be applied against 
tex-mode.el in emacs version 21.3.2)
