Agree that `EMACS_21_1_RC' name for branch containing all 21.x
releases is highly misleading. One can only guess its actual use by
comparing revisions tagged as `EMACS_21_3', `EMACS_21_2',
`EMACS_21_1'.
Giving the branch a more descriptive alias would help. Adding tags
for 21.4, 21.4a releases would also make life easier.
