Thank you for your report.

This is not a bug.  Please read the sections in the manual that
describe how to customize the X resources.  When Emacs is built with
one of the X toolkits, the menu face does not affect the menu bar,
since the menu bar is then a separate widget whose appearance is
controlled by the toolkit and its settings.
