bug in trunk: make bootstrap for Mac

Sequence of commands after checking out trunk:

make maintainer-clean ;; I noticed many changes in trunk from last check out

./configure --enable-carbon-app

make bootstrap

Loading /Users/scotty/Sources/emacs/lisp/term/mac-win.el (source)...

Cannot open load file: url

make[2]: *** [bootstrap-emacs] Error 255

make[1]: *** [bootstrap-build] Error 2

make: *** [bootstrap] Error 2

Inspection of the require doesn't immediately jump out as being wrong to me...

(eval-when-compile (require 'url))
