23.0.60; C-n sometimes fails when line-move-visual is nil |

When I do:
$ emacs -Q --eval "(setq line-move-visual nil)"
and press:
C-h i m Emacs RET C-n C-n C-n
point fails to move beyond "The Emacs Editor". Then, pressing C-e
unexpectedly moves point to the start of the previous line.
In GNU Emacs 23.0.60.2 (i386-apple-darwin8.11.1, GTK+ Version 2.12.9)
of 2008-09-09 on mt-computer.local
