Yes, some modes such as emacs-lisp-mode make buffer-local settings of
outline-regexp, since the value is likely to be very dependent on the
type of file.
As it says in the documentation of that variable:
The recommended way to set this is with a Local Variables: list
in the file it applies to.
Or use a mode-hook.
