I'm looking in to it now. There is no Map event when emacs is uniconified, so
Emacs thinks it is still iconified. Either Gtk swallows it or gnome-shell
doesn't send any. The former is unlikely as this also happens with Gtk 2.24.4
which works fine with other window managers. It is most likely gnome-shell
specific.
I'll see if there is any other way Emacs can detect when it becomes
uniconified.
