But in change_frame_size_1 we use "this value" to adjust the sizes of
Emacs windows. Moreover, why communicate the presence of a scrollbar to
the window manager and the toolkit? Suppose I do
(set-frame-parameter nil 'vertical-scroll-bars nil)
(set-window-scroll-bars nil 16 'right)
then my window has scrollbars and the frame doesn't. Confusing.
