bug#13683: 24.3.50; (tool-bar-mode -1) breaks M-w visual feedback

Run emacs -Q and then evaluate this: (tool-bar-mode -1)
Then select a line of text and press M-w.  Visual highlighting
is broken as in Bug #10195.
