bug#17371: 24.4.50; *Completions* buffer flickering

A *Completions* buffers appears for a fraction of a second, and is then
killed quickly.  The buffer lasts much less than a second, but it
visible anyway, causing an annoying effect of flickering.

No buffer should be created in this case, since "?" is quoted.
