Don't you have to view the package's description before that?

Furhermore, the -readme.txt files get saved in the elpa dir regardless
of whether you install the respective packages or not.

They are cached there: when the user opens the description buffer for a
package that hasn't been installed yet, the -readme.txt file gets
downloaded, saved, and then displayed.
