You don't know how this feature will be used, because you just added it. Sometimes people will want to use it to "sort in the user's specified locale", sometimes they will want to use it to "sort according to some specific locale". An optional argument defaulting to LC_COLLATE makes both uses easy. (Adding a global lisp variable that overrides LC_COLLATE seems pointless but harmless to me.) Anyway, at this point I give up trying to get an optional argument added to a function.
