I'd be willing to try and document that.
I thought `date-to-time' would have been the right place to do that.
(Given the backtrace I had stopped there)
But I could write it in the Elisp manual too.

And write a patch and send it to emacs-devel?

(Sorry, I need pointers for my first contribution)
