Things seems to be somewhat better in 24.4. The initial window size is still double what it should be (about 160 chars wide instead of 80), but at least it doesn’t double in size again when refocused.
Its the gnome scaling factor of 2 that does it. Emacs is only partly a Gtk+ application. The Gtk+ parts scale, but the Emacs text parts does not.
