I didn't run any real tests (sorry), because I don't have a Windows machine at hand. The description in file-truename's docstring just makes it look like it's unsuitable for our purpose (but there's a comment in its body about delegating to w32-long-file-name).
If it works well, that's great, and makes downcasing issues moot.
