(setq xref-show-xrefs-function #'xref--party-like-its-1985)will work just as well in .emacs; the user will need to know the possible values, and for that they will consult the defcustom form. Like usual with custom variables.
We've had function-valued variables in company-mode, at least, for a few years, and nobody has complained about that choice.
