bug#8213: Emacs 23.3.rc2: "Mouse 1: Select (drag to resize)" doesn't drag when in I-search mode

Detected fixed in Emacs 26 by Drew Adams.  Bug confirmed here for
Emacs 23.4 and fix confirmed for Emacs 24.5 by Martin Rudalics.
