I'm unable to reproduce this error on the Emacs trunk (i.e., Emacs 27).
However, I don't see any code changes relating to
syntax-propertize-rules lately, so I'm not sure whether it's fixed or
not. Would it be possible for you to upgrade and check whether you
still see this?
