bug#39515: 28.0.50; Gnus, nnir search (G G) on Topic doesn't look at its groups

It would be very easy to pass the ALL argument to
`gnus-topic-find-groups' in `gnus-group-make-nnir-group'.

It's really a matter of preference, and what users might interpret as
"surprising behavior". Maybe we could take a straw poll on gnus.general?
