FTR, I don't see this on Debian testing, RHEL7, or RHEL8. Those characters have been in the source for years. The PDF at eg https://www.gnu.org/software/emacs/manual/pdf/emacs-xtra.pdf looks fine. So perhaps something is different about your system.
