To reproduce:

emacs -Q
In the scratch buffer type:

(condition-case nil
    (fail-badly)
  (error (when foo t)))

I don't see WHEN with font-lock-keyword-face.  However:

(condition-case nil
    (fail-badly)
  (error (if foo t)))

IF has font-lock-keyword-face.
