I just repeated that on a third machine (Dell desktop with Mint 19) using emacs -Q and no .emacs present, and got the same response:
time-add is a built-in function in ‘C source code’. (time-add A B) Return the sum of two time values A and B, as a time value. A nil value for either argument stands for the current time. See ‘current-time-string’ for the various forms of a time value. [back]
