Yes, it is the case. `decode-time' is redefined via `cl-letf' form in
`org-test-at-time' macro in org-test.el:
((symbol-function 'decode-time)
(lambda (&optional time) (funcall ,(symbol-function 'decode-time)
(or time ,at))))
