Ah, I didn't notice that lock_file starts like this:

  /* Don't do locking while dumping Emacs.
     Uncompressing wtmp files uses call-process, which does not work
     in an uninitialized Emacs.  */
  if (will_dump_p ())
    return;

So I think we're basically safe...
