bug#9654: 24.0.90; X11 frame leaves garbage when changing background color

(I'm going through old bug reports that unfortunately got little response at
the time.)

I tried reproducing the recipe in Emacs 28 (on Debian/bullseye), but I
could see no display glitches.  Are you still seeing this problem in
recent Emacs versions?
