If that new buffer is empty, not even these should be shown.

It's an entrance into syntax and font-locking, tells me about text and
overlay properties, coding, character sets and composition.  What else
could you desire thinking of how often these topics are discussed here
on these list?

I do.  IIUC that's what 'undo' (unfortunately) does when the region is
active.  Likewise it should say "Clear Region".

I'd say we should pluralize some of these, namely "Scroll Bars",
"Fringes", "Window Dividers" and "Window Tab Lines", move them below
"Speedbar" and after them add "Tooltips" and "Context Menus" and then
the separator.
