No, `ioccur` is defined by:

 ("ioccur"              :url "https://github.com/thierryvolpiatto/ioccur.git";)

the lack of `:auto-sync` means that it requires someone explicitly push
changes to `elpa.git`.

I can set `:auto-sync` if that's OK with the maintainer.
