bug#53553: 28.0.91; uninstall.exe leaves traces of Emacs

Hello

When using uninstall.exe there remains a not functional link in the
system's start menu, like the follwing:

file:///C:/Users/uidg1626/AppData/Roaming/Microsoft/Windows/Start%20Menu/Programs/Emacs-28.0.91/Emacs.lnk

Only the link to uninstall.exe in above location is removed (and the
target of the link).
