bug#9648: 24.0.90; popup-menu doesn't work on Lucid Emacs

(I'm going through old bug reports that unfortunately weren't resolved
at the time.)

I briefly tried to reproduce this problem in Emacs 29, but seem to be
unable to.  Are you still seeing this issue in recent Emacs versions?
