bug#53794: 27.2; echo-keystrokes does not work while shell-mode buffer is updating

Type 'M-x shell RET' and type following command:
    python -c "for i in range(100): import time; time.sleep(0.5); print(i, 
flush=True)"
shell-mode buffer is updated in every 0.5 seconds.
While the buffer is updating, partial keystrokes are not echoed.
