bug#16909: 24.3; scrolling *Completions* window with tab sometimes chooses a wrong window

(I'm going through old bug reports that unfortunately weren't resolved
at the time.)

I'm unable to reproduce this problem in Emacs 29.  Are you still seeing
this issue in recent Emacs versions?
